links in static html help files no longer work

Links in static html files, which until recently worked, have stopped working. Ali Abdin noticed this the weekend of 10/28, I verified it with a new build 10/30. To reproduce: Click on a document in the help sidebar that uses static html: help->applications->bug-buddy The bug buddy page appears. Click on a link within that page to a separate page:description. Error box appears: Can't Display Location: help:bug-buddy/description.html is not a valid location. Note: this is not the previously discussed html anchors bug, #3864, #3756, #2787. The only error message on the terminal is ** WARNING **: A view failed. The UI will handle this with a dialog but this should be debugged. This redirection is done inside the mozilla wrapper.
