When I drag icons like "home" or "Trash" from the Nautilus desktop to the panel,
the cursor shows the "+" sign indicating that dropping is acceptable, but doing
so does not place the icons in the panel.

(Admittedly, not sure if this bug is with nautilus or the panel.  adding george
to cc)

It's not really about desktop icons, but about icons in general, I'm assuming.

I can find many scenarios of dragging Nautilus icons to the panel in which the
"+" pointer is displayed, but the drag isn't valid.

I'm leaving this bug verified, but can do an investigation if George would like
to connect on what's valid or not valid.
