If you create New Folders in Icon View (manual layout), each folder will be
created in its own row.

In contrast, the Mac OS Finder will continue to populate an existing row with
new folders until that row has been filled.

* REPRODUCIBLE: Always

* STEPS TO REPRODUCE:

1. Open a Nautilus window, pointed to a local directory. The window should be
wide enough that more than one column of icons can be drawn per row.

2. View as Icon. Enable manual layout (View | Layout items | manually)

3. Right-click in the window, and select "New Folder" a few times.

* ACTUAL RESULTS: 

 Each new folder is drawn on its own row, rather than populating the entire row
until a new row is necessary. (Doesn't occur for Create Link/Duplicate, since
these are drawn adjacent to their originating file.)

Darin notes in #nautilus that "We should make the layout fancier, but it's not
easy. It does need a bug report, but it's not due to programming error."

I'm handing this bug back to Darin since he wrote and understands the
icon-layout code. I have no idea how much work it would be to make this
improvement. Note that this is probably related to old bug 43995.

I'm downgrading the severity to trivial, since this is basically a cosmetic problem.

This doesn't seem to be an issue; I expect folders in manual layout to be created where I clicked anyway. Closing as NOTABUG.
