We meant to do this in the first place, we just haven't done it yet. If we had
zooming on the desktop, we would have all sorts of interesting user interface
questions.

Note that bug 41789 is about making zoom work on the desktop, so we have to do
either that one or this one, but not both.

Verified fixed in Jan 1st 2001 build.

Specifically, no zooming occurs after I:

1. Clicked on the Desktop
2. Tried the Ctrl+'=' and Ctrl+'-' keyboard shortcuts
