Darin, WereYak and I came up with the following plan to make using Nautilus on
slow connections more bearable (see also bug 40992, which inspired this
conversation).

1. Make a new panel in Preferences that deals with speed vs features tradeoffs.
Three names that have been proposed are "Performance", "Speed Tradeoffs", and
"Speed vs. Features". The current strawman is "Speed Tradeoffs".

2. Move the current embedded-text local-only preference here (the one in bug
40992).

3. Change the embedded-text local-only preference to a three-state preference
like this:

	Display text file contents in icons:  Always|Local Files Only|Never

(This wording should probably be futzed with).

4. Change the code to actually respect the "never" case, which currently doesn't
exist.

5. Add more such preferences, including one for creating thumbnails (displaying
images as themselves, really, since it should also respect not reading image
files that are smaller than our thumbnail limit and currently just display as
themselves) and one for storing metadata.

This bug should probably be broken up into specific ones for any outstanding
work after 1-4 above have been completed.

I added such a panel.  The embedded text pref is now there.

Verified fixed. Going item by item:

1. There's now a panel. It's called "Speed Tradeoffs".

3. Yes, it's a 3-item radio button.
