Please describe the problem:
right panel does not restore its position when decreasing and restoring the screen resolution

Steps to reproduce:
1. Start right gnome-panel (not autohiding one)
2. Decrease the screen resoluton by means of screen resolution preferences.
3. Restore the screen resoltion 


Actual results:
Right panel (unlike top and bottom ones) remains somewhere inside the screen.

Expected results:
Right panel restore its position to the right edge of the screen.

Does this happen every time?
Yes.
