Please describe the problem:
I use X daily at the resolution 1400x1028 and have a panel at the bottom of the screen. To use a projector I need to drop to 1024x768 so I do that.

Problem is, when I revert to old resolution, the gnome panel is at the middle of the screen instead of attached to the bottom. And it does not react to mouse drag attempts. It is stuck mid screen and stays on top of applications.

Steps to reproduce:
1. Use 1400x1028 or another such (large resolution).
2. Create a GNOME panel and attach to the bottom of the screen.
3. Exit X, change config to read 1024x768, restart X and log in. 
4. Verify that the panel is at the bottom of the screen again.
5. Exit session, exit X, change resolution back to 1400x...
6. Log in, verify that the gnome panel sits mid screen (probably at 768 pixel mark)
7. Try moving the panel by dragging it with the cursor.


Actual results:
The panel does not move.

Expected results:
The panel should be dragged by the cursor.

Does this happen every time?
Every time.

In fact the "right" solution is that the panel should be attached to the bottom edge of the screen regardless of the resolution.

But even if it isn't I would like not to have to delete it completely, along with all the carefully arranged icons, just so that it does not annoy me by sitting midscreen while I've work to do.

The same misbehaviour happens on my machine - apart from not being able to move the panel at all it also does not display any icon at all when being stuck. Killing (and thereby, restarting) the panel seems the only way to work around this.
