On F-Spot with the 'write metadata to file' checked, tag an image with TheTag. Then, change the name of TheTag to AnOtherName. The tag name in metadata is still TheTag.

yeah, this is a little more complicated than other cases we need to listen to the tag change event, query for the affected photos and queue a change event for them.
