There does exist a few plugins trying to do the job, in worse or better way, but they all miss the Presets feature: enabling the user to save his settings of the tool ready for quick future use. 
Also, it would be good to enable appying many of the Styles in one session of this tool, because creating Styles almost always consist of using many of the options together (like Bevel and Emboss and Gradient Overlay).
And realtime preview would be much welcome too.

Did you search for existing bugs? Probably not, or you didn't use the right search terms - try "styles" or "presets".

This report combines far too many different aspects into itself to be handled in a useful way.
