Can the HIG guide be updated to allow the use of a Mac-like global menubar?

This is a screenshot showing how the menubar should be.

This is a screenshot from an OSX 10.2 desktop. You can see that the menubar at the top have the "File Edit View ..." menus and the file manager windows doesn't contain those menus. That's how it should be listed in the gnome HIG.

This has been discussed many times over many years, e.g. :

If and when we decide to switch to a Mac paradigm, the HIG will give guidelines on its usage.  But since it's not even technically feasible right now, the HIG should not be suggesting such a change.

I'm going to close this one as WONTFIX, and re-open #342083, as this is an implementation issue, not a guidelines issue.
