video equalizer options should be separate from prefs dialog

Similar to the gxine interface, video equalization options should have their own popup dialog separate from the general program prefs. I've always thought of the program preferences dialog as a place to collect general prefs that apply to the entire program and are infrequently changed. Video equalization is something that may be frequently fiddled with depending on the content being viewed. Other information:
This could be moved to the sidebar, but not for GNOME 2.16...
Or to a utility popup window (just like some tools can in the GIMP). To move to the sidebar, it would be interesting to interface with bug 349070

I'm not sure this should be done in Totem directly. It might be more interesting to merge this code into a profiling/set up screen along with icc.

How and where configure the video out for totm in karmic koala...these colors controls have no effect to me.

I don't think that's the case actually. I think that the current preferences are fine as they are.
