Right click on the Search Folder and select new folder.
The Search Folder is not select. 
Now after tying the name, we would have to select it again to create a folder

I wonder why this has been left in NEEDINFO state? The behaviour is still the same. If you create a search folder and want to create a new one inside that you still have to expand the parent and click on the newly created folder to select it.

Partially fixed this on kill-bonobo.  Search Folders is selected by default but the window is not scrolling to it for some reason.

This works fine in 3.2.3
