This was a proposal from Lubos, found near the end of
http://mail.gnome.org/archives/wm-spec-list/2005-July/msg00051.html

It mostly looked fine to me, but there were a couple small issues that I just didn't understand.  See
http://mail.gnome.org/archives/wm-spec-list/2005-July/msg00058.html
and all the follow-ups.  I asked Havoc to chime in, but he joined a different thread and then I forgot it all later.

Anyway, the proposal probably makes sense, but if it doesn't, we need to clarify so that Lubos can fix his stuff anyway.
