If we take an url of a downladable file like a pdf, and we open a tab of that
url, an empty tab is opened, then the download manager is opened and it
downloads the file.

I think that epiphany shouldn't open that tab, or, at least it should be closed
when epiphany start downloading the file, an empty tab is not useful.
