Opening empty windows for downloading some files

1. Go to http://portal.acm.org/citation.cfm?id=347557 2. Click on the PDF 3. An empty window appears, and the file save/open dialog on top I open or save the file, but then I have to close the blank window. This problem happens frequently for me, and is my #1 annoyance about about Epiphany :(

also, empty window is opened each time I click some .zip (or any other downloadable type) in non-browser application. may be redirects and type of content should be handled before window is created?
