Using Ubuntu Dapper with GNOME 2.13.3 and gnome-panel 2.13.2, the main menu with
applications, places and system is in the latest versions not transparent. 

The same with the border in the notification area.

Thanks for your bug. Does it happen with all the themes? That's probably a dup
of bug #319815 according to the description

No, only Human, Clearlooks, Crux, Glider, Redmon and Smokey-Blue. Perhaps
affects only to the ported themes to Cairo and its a bug in gnome-themes.

Most probably bug 319815. It should be fixed in the next release of gtk-engines. Please reopen if it's not.
