When pressing Alt-F9 (or whatever was configured as the Minimize keyboard
shortcut) with a modal dialog being focused, it should be minimized along with
its parent, as if the parent's Minimize button was pressed. This would be very
convenient.

I was about to report the same bug.  Not only pressing minimize shortcut doesn't work, Alt-TAB doesn't allow you to cycle to the parent window to apply the same shortcut there.
