Only sidebar should be persisted per document. Toolbar and statusbar are good as is.

I dont think there is a consistency problem here, at least not a very apparent
one. Toolbar and statusbar are global chromes (they are the same independently
from the loaded document) while sidebar is document related (his content will
change depending on the document.

Anyway ccing Bryan since this come from his suggestion on another bug.

Yes, marco is my designer incognito!  The toolbar should be global.  There isn't
a need for consistency with that item.  When you edit your toolbar you don't
want to edit it for a single document.  Obviously there might be a case where
that isn't true, but the majority of cases will suffer if we make it per document.  

The status bar is the same as the toolbar and should be removed anyway, see bug
311616
