USF is a sequenced sound format designed to hold the music from Nintendo 64
games, similar to PSF or SPC.  Information (including specs), sample files, and
a reference player are available at http://www.halleyscometsoftware.com/usf/ .

While a player (Winamp plugin, to be specific) is available, the license is
completely incompatible with the LGPL, which I'm sure is the preferred license
for GStreamer plugins.

It doesn't look like anybody is planning to work on this, and there doesn't seem to be much demand for this feature. And also there is no implementation of it in libav/ffmpeg for example. Let's close this until someone feels like working on it or there is more demand.
