Description of Problem:
Cannot launch gdmconfig as non-root from the gnome menu

Steps to reproduce the problem:
1. click on Applications -> System tools -> Login Screen setup 

Actual Results:
Dialog: "you cannot run this program as non super-user"

Expected Results:
Open the "enter root password" dialog - or don't show this item in the
menu at all.

This problem can be worked around by writing a shell script to call sudo and
having the launch button for gdmsetup call the shell script.  At least until but
126050 is fixed.
