It would be very useful to have a PGP/GPG encryption preference setting
in the Contacts, much in the way of the current HTML mail setting, so that
one could spesify who to send encrypted mail to by default. (A default
setting for this would be nice too, so that mail to everyone whose key
can be found would be encrypted by default.)

That would also be vital in the case where you have two valid keys and
GPGP autodetection fails. See this bug for more details:

This bug duplicates elements from both bug 204029 and bug 212901.  Since
the original chunk of the bug dups bug 204029, I'm marking it duplicate
