I am new user to GIMP.
I am running a P4 notebook system under Japanese Windows XP Home SP2.
I download the latest version of GTK and Gimp and install accordingly.
When I run the GIMP 2, the Script-Fu crash during the initialization stage.
The GIMP can run however but I cannot choose Script-Fu Console because it will
crash again.

That screenshot is not very helpful other than it indicates a problem with
Script-Fu since I don't read Japanese and I don't think many of the developers
do either.

This report is probably a duplicate of bug 153747 or of bug 163212.

How could this be a duplicate of bug #153747? The fact that Script-Fu does not
expose an API that allows Script-Fu developers to handle UTF-8 strings is not
relevant here. I think you are right about bug #163212 though,
