1. Run GIMP
2. Open Xtns - Script-fu - Logos - Text Circle
3. Try to use any font, but not english (i tried russian)

This is a known issue with the Script-Fu interpreter. It doesn't know about
UTF-8 and the way the script is written it can only possibly work with ASCII text.

Improving the Text Circle script is handled in bug #144588. I will make this one
a request for adding UTF-8 support to Script-Fu (or for replacing Script-Fu with
an interpreter that deals with UTF-8 properly).

The CVS copy of Tiny-Fu for GIMP 2.2 now includes UTF-8 support. I rather doubt
this is going to happen for Script-Fu though based on my experience updating
Tiny-Fu and the number of changes that are needed.

It worked for me for Hindi, Gujarathi and Marathi (all indian) languages. I used
FreeSans for the font, yudit to type, and my Gimp version is 2.2 .

What operating system/kernel are you running? (E.g. Windows XP, 9x, Debian with 
custom built 2.6 kernel, etc.)  I remember that in Windows 9x, a dll, 
unicows.dll, was required for UTF-8 support in most programs.
