Snap-to settings not saved upon exit or with file

Snap to settings are a user preference, or at least a file preference. This should either be written to an rc file or into the XML for a saved document. The user should not need to turn this on again when opening an old file, or a new document if this is their preference. I realise persistant behaviour is available from the File -> Preferences, Grid Lines, Snap To check box in the main toolbar window, but the two should be linked.
I'm not sure this should be a file preference, but I'm open to being convinced otherwise (particulary if you can provide examples of other software that does it the way you want) File, Preferences, Grid Lines includes an option "Snap To" which will allow you to turn snapping on permanently so I think we do already have the user preference you are looking for.
Vi$io does this as far as I am aware - as a preference in the file edited, as well as defaults that are also configurable for new files.
I'd mark this as fixed or invalid - Snap to Grid preference (global) is saved properly in 0.94. There's no per-file preference for snap to grid, is that necesary? If yes, let's mark this as low priority and post 1.0.

Duplicate 160721 has the discussion, of course. Thinking more about it, I guess that some diagrams tend to want snap-to-grid always, and some never want it. Most diagrams I make I change between the two frequently. But the diagrams that always or never want snap-to-grid would benefit from it being saved in the diagram. And it's not really a question of how the user likes to do it, as exemplified by me. So saving it in the diagram does make sense.
