This will be a tracker for the raising/stacking bugs.  I'll start it off with
the following dependencies in a minute:

 -all the drag-and-drop bugs-
 76672  determine when to raise or not
 80984  make specification to allow not raising on DND
 85793  restore z-order correctly
123576  alt+esc+any leaves raised unfocused window on top (may be focus issue)
136159  metacity allows some non-child dialogs to obscure WM_DOCK windows
139862  raise_or_lower breaks with some dialogs
139930  panels on top of full screen apps with multihead
142195  alt-tabbing to a utility window should raise its parent also
152003  make stack be tracked per-workspace

314697  should raise on any click (for any button & w/ any modifier)

346784  clicking on first of two non-modal transient windows doesn't raise that
        transient above the second window

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.

If you can still reproduce this issue in a currently supported version of GNOME (currently that would be 3.38), then please feel free to report it at https://gitlab.gnome.org/GNOME/metacity/-/issues/
