This will be a tracker bug for drag and drop related bugs.  I will add
dependencies in a minute for the following to get this started:

112308  raise drag-target windows
135056  alt-tab, switch-workspace, etc. don't work during drag-and-drop
140564  libwnck interaction isn't optimal (gtk bug?)
152952  MOUSE_ACTION (don't raise on ButtonPress at beginning of DND)

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.

If you can still reproduce this issue in a currently supported version of GNOME (currently that would be 3.38), then please feel free to report it at https://gitlab.gnome.org/GNOME/metacity/-/issues/
