-switch to manual alignment as default
-open up a window which contains a number of images

result will look like this

the bug is that the icon size / position is fixed before all the images are 
rendered

how do change the default alignment to manual?

by changing the key /apps/nautilus/icon_view/default_use_manual_layout to 1

Starting with version 3.28, nautilus will not handle the "files on desktop background" feature. For better alternatives, read this blog post https://csorianognome.wordpress.com/2017/12/21/nautilus-desktop-plans/
