If I make a smaller layer on top of a bigger, and than mark the bigger one, and
than the smaller one, I still see the layerborder of the big one.

Also if I make the picture-window bigger than the picture and drag a layer
outside the picture, release it there and than drag it back, the layerborder
still apeares where the layer was before (outside the picture).

This has been reported against GIMP 2.0 before. It's a GTK+/GDK problem on Win32
only. Could be a duplicate of bug #137177.
