Description of Problem:
When resizing the panel below 37 pixels the volumn icon strinks to a
very small size prematurely.  Once 24 pixels are reached the volumn icon
then increases in size back to the original 37 pixel size.

Steps to reproduce the problem:
1. right click on panel
2. go to properties
3. increase and decrease pixel size of panel and watch volumn icon

Expected Results:
Icon should resize consistently with rest of icons on panel

How often does this happen?
Everytime.
