redhat 9+up2date, kde 3.1-15, galeon 1.2.7

click on File while page is loading.  menu appears.
popup arrives asking whether to accept cookie.
menu obscures popup, but menu cannot be dismissed.
popup is obscured, but if you can reach it's buttons, it can be dismissed,
then the menu once again can be operated.
