Description of Problem:
Workspace Switcher should not raise windows when 
changing desktops. Currently if you click in 
another desktop, the window you click is raised.

I thinik you should only raise the window if you 
move it, not if you only click on the window in 
the switcher.

This is a "duplicate" of bug #81788 and #81817, 
but that is for an old version of workspace 
switcher. It was fixed back then by Havoc 
Pennington, Redhat...

Steps to reproduce the problem:
1. Switch desktop with workspace switcher in 
gnome 2.3/2.4


Actual Results:
The window you click is raised, and you switch to 
the workspace

Expected Results:
No raising, you switch to the desktop. You only 
raise the window if you move it in the workspace 
switcher.
