Workspace Switcher should not raise windows when changing desktops

Currently if you click in another desktop, the window you click is raised.

Note that begining to drag a window and then cancelling (leaving it in the
original desktop) does not raise this window. So clicking in another
desktop to select it also shouldn't raise the clicked window.
