Using gnome-2.4 nightly build from July 22 2003. Linux

- log in as normal or root user.
- hit ctrl-alt-tab to focus the bottom panel.

.no focus is apparent on any of the bottom panel items, and you can't
highlight any of them with arrow keys or tab. the bottom panel is basically
inaccessible with the keyboard at this stage.

This bug is apparent on both Solaris and Linux systems but to
different degrees. I thought I'd them log them separately based on
their difference in platform and severity.
