Description of Problem:
The GNOME 2.x default menu panel crashes when trying to close it. (Even
with a panel to replace it)

Steps to reproduce the problem:
1. right click on the menu panel 
2. select "Delete this panel"
3. Say yes

Actual Results:
Error and gnome-panel restarts

Expected Results:
Menu panel should close :\
