draw a horizontal line.

They draw a rectangular selection such that a right or bottom border just
barely covers the edge of the line and let up on the mouse.  The selection
will shrink one pixel to the left and one pixel up.

Sorry, but your bug-report is confusing to say the least. Could you
please describe what you mean when you say "draw a horizontal line"
and how it relates to the selection.

By, "draw a horizontal line" I mean, use some kind of edge in the
image to detect the effect.  I used a horizontal line.  You can also
use the edge of the image.  Drag your rectangular selection such that
is just barely encompasses your reference edge.  Then let up on the
mouse, and you will notice that your selection will have jumped one
pixel so that is no longer touches your reference edge.

You can spot the bug without drawing a line, but drawing the line
makes it easier.

The fix for bug #17904 is part of the stable release 1.2.4.  Closing
this bug.
