Per the GNOME Mail UX (https://wiki.gnome.org/Design/Apps/Mail#Tentative_Design), Geary should always display a composer at the bottom of the conversation viewer so people can just start typing, rather than needing to hit reply/all/forward first.

This is related to Bug 730486 since it would share a similar implementation, and make Bug 713723 obsolete, although that'll probably land first as a stop-gap.

I thought there was a bug already covering this, but can't find it at the moment, so filing this.
