The top bar should slide down in fullscreen mode

Created attachment 293461 [details] Screenshot showing the dimensions of the bars at the top Using Epiphany as a maximized window in Gnome 3 on a 15" laptop, Gnome's menu bar plus Epiphany's top bar use up 13.5% of the total screen height, which is substantial. This area could be used for web content. Using Epiphany in fullscreen mode, the 13.5% are used for the web content, however there is no way to access the location entry and tab bar without exiting the fullscreen mode. Taking a cue from Evince, Epiphany's top bar should slide down when the cursor approaches the top of the screen (or a "numb" portion at the top of the screen is tapped for touchscreen compatibility) and overlay the web content.
For my point of view, the fullscreen view is to full focus in the web's content, so in this mode I think the most of the users dosn't expect to see the top bar slide down with move the cursor to the top of the screen.

Do CTRL+T CTRL+T CTRL+T etc. then F11 Now move the mouse till it hits the top of the screen. If this were Firefox, the hidden parts of the fullscreen would slide down so one could access them temporarily. A great idea! Note for me this has nothing to do with CTRL+L.
