The split is entirely technical and historical; Edit existed first and it's for editing Telepathy contact attributes. Information used to just display more contact metadata, but now it opens that contact in Gnome Contacts.

It's partly confusing because some types of editing (like contact linking) can only happen in Gnome Contacts. Thus, the user, trying to edit a contact, may need to explicitly choose "Information" over "Edit".

You're totally right, the tricky part is groups, see bug #669747
