Implement the Privacy panel designs

Primary goals include providing a way to see what information about you the system has stored and being able to clear out stored personal information. This is important functionality, now that we are exposing things like recent files more prominently. Mockups can be found on the wiki: https://live.gnome.org/Design/SystemSettings/Privacy
I've pushed some initial work to the wip/privacy branch
The branch also has an implementation of trash & temp purging now
