I took a few minutes in glade and made a first attempt at merging the Keyboard, Keyboard Shortcuts, and Mouse capplets into one.

I have four tabs:  Keyboard, Keyboard Shortcuts, Keyboard Layouts, and Mouse

I removed the pointer theming as I believe it should be moved to the Theme capplet.

I will attach screenshots and the glade file.

As a maintainer of "Layouts"/"Layout Options" tabs, I do not mind. The only questionable moment is whether heavy popup like "Layout Options" would look nice.

The keyboard shortcuts part of this bug is a dupe of bug 78102, which I just made a patch for. :)

I think the unified devices capplet idea has pretty much been shot down last cycle since it would get much too complex (there's also touchpad, maybe joystick, ...).
