This will be a tracker for action bugs affection the tasklist or workspace
switcher, but are not drag-and-drop related.  I will start it off with
dependencies for the following bugs in a minute:

 90134 - should also use z-order to determine whether to minimize
107702 - allow workspace switch by mouse drag on screen edge (cf. bug 130308)
110510 - ButtonRelease selects workspace even if empty drag occurred
114690 - pager doesn't notice xrandr changes and draws windows the wrong size
117249 - select multiple tasks in tasklist with Ctrl+LeftClick
117488 - proper handling of skip_tasklist and transient windows
123818 - pager functionality not available from keyboard
