Accented character do not work

This may be related to #604585. Using the us tablet layout on Gnome 3.22 (fedora 25) with Caribou 0.4.21. Whenever I long press on say "e" to get to the accented characters, they don't input in the target application. Long press to input digits does work, but any non-ASCII character seems to fail.
I can reproduce this on current Debian unstable (GNOME Shell 3.22.3-3, caribou 0.4.21-1+b1) with the en-US keyboard layout. The Journal reads: gnome-shell[1492]: No keycode found for keyval e9 in current group But I cannot reproduce this with the French (alternative) keyboard layout. Same on https://bugzilla.gnome.org/show_bug.cgi?id=604585, so I think these two bugs are really one.
Using caribou-0.4.21-5.fc27.x86_64 and gnome-shell-3.26.0-1.fc27.x86_64 not only any second-level characters can’t be typed (e.g. long-pressing “s” and clicking “ś” types “s”), but also many buttons on the numbers and symbols page types wrong characters (e.g. pressing “^” types “6”).
