Turn the foobar into a normal panel with a menu applet on it

This allows users to customize the menus (which the menu applet already allows), and apparently makes keynav nicer. It also reduces more unecessary code duplication. There are a few problems with the menu applet that need fixing first, I'll add dependency bugs at some point.
if we do this the menubar really needs to be divided into seperate applets, since clicking on any of the buttons in the menubar highlights all of them. See bug 75026 which was marked wontfix.
We need to add dependencies for all the bugs we need to fix before we can do this without a usability regression. Don't have time to do it now though. Basically this means: expand the event region, not prelight funny, use all available space for drawing, sort alphabetically (feature I added after menu applet work stopped in earnest, not hard to add though)... And maybe some DND and right click menu additions or fixes. I might be forgetting some.
A bunch of dependencies for this bug.
We would also want to move the panel-menu applet into gnome-panel itsself. It doesn't belong in gnome-applets.
Adding dependency on bug describing the need for panel applets to receive events from the edge of the screen. This would be very critical to the menu applet.

The foobar is gone on HEAD. We still need to sort out shaping the edges of the panels and expanding the event region for applets to the edge of the panel.
HEAD is not targeted at 2.2, right?
