Separate option for sent-mail sound/notification

I trust Geary to get my mails out eventually. i do like knowing when the emails are sent, because i want to know when they are NOT sent. however, the current send beep is confusing. Plz see #749986. thx!

If the mail-sent sound is converted to a notification per Bug 749986, this pref should be "Notify on mail sent" and should replace the existing notification prefs per Bug 766134)
