There are usability problems with panel management.  
Specifically, if I add a tasklist to a panel, it's 
impossible to find a place where I can bring up a 
context menu that allows me to create new panels, etc.  
In order to bring up a second panel, I have to remove
the tasklist, use the context menu to create the additional
panel and then reinstall the tasklist in the first panel.

It seems to me that this sort of panel management 
menu option stuff should be accessible from Nautilus 
desktop context menu as well, and possibly on the main 
Actions menu.  There may be better/additional solutions 
that haven't occured to me.

Miles: this is with the new tasklist applet? If the applet is taking
over unused space on the toolbar such that you can't right-click, it
sounds like a bug in the tasklist applet, not the panel, which makes
the rest of this much more of a feature request than a bug, yes?

Adding relevant keywords. You can filter on the phrase 'luis doing GNOME2 work'
to catch all instances of this so that you can ignore them.

Yes, this is with the new Window List applet.
The issue is that it seems to be very difficult (impossible?), 
when one has a full panel, to get through to the panel's context
menu.  

#2 (I should probably file this as a separate bug)

I should be able to create new panels from the Nautilus
desktop context menu.

This bug isn't a duplicate of bug #82642 and should be reopened.

Subject of this bug is "Need to be able to perform panel operations from the
panel Actions menu and the nautilus desktop" while bug #82642 is about access to
the panel's right click menu.
