Please describe the problem:
When I hover over a window in the workspace switcher (gnome-panel) then it gives me the tooltip "Click to start dragging...". But this tooltip is completely void because the dragging option does not really exist. (I once read it was too buggy and got discontinued.) Not that I want the dragging option back but at least the wrong tooltips should be removed.

Steps to reproduce:
1. have workspace switcher in your panel
2. have a window symbolized in your workspace switcher
3. hover over it with mouse


Actual results:
You see a tooltip "Click to start dragging...."

Expected results:
Tooltip is wrong so it should not pop up.

I was made aware of the fact that this dragging actually works in other window managers like metacity, but does not work in compiz. Can they be suppressed when compiz is running?
