Arising from bug #53860, suggestion from original reporter:

additional documentation is needed. I'd suggest a pop-up on the 'user
power management' button on the Gnome-control Screensaver screen.

Added the following note to docs - hope this clarifies it. 

NOTE FOR ADVANCED USERS
	
	  Gnome (or, rather, <application>xscreensaver</application>
	  program used by Gnome) overrides the power management (DPMS)
	  settings you may have set by other means (such as explicit
	  <command>xset</command> command). For example, if you have
	  unselected <guilabel>Use power management</guilabel> option,
	  then power management will be disabled, even if you had
	  previously issued the command <command>xset +dpms</command>.
