I have the 'user power management' button clicked in the Gnome settings. Just a thought: do you have xscreensaver installed? I gather it turns this off and on too. Reassigning to control-center in case it's Gnome and not xscreensaver in the meantime.
Adding this for Gary, who responded direct as he can't edit this bug because it came via bug-buddy. And for the benefit of anyone else who meets this :) This is not a bug, as it turns out, just a feature with difficult-to-find documentation :) Xscreensaver 3.32 comes with gnome 1.4 from Ximian. In the xscreensaver changelog for (I think) version 1.30, it explicitly states that xscreensaver takes over all DPMS control. I happened upon the easy way to fix my DPMS control by executing the Xscreensaver graphical control program: xscreensaver-command -prefs
