The following was reported in Debian's bug tracker (http://bugs.debian.org/418356):

"I can't seem to find a scale function in edit mode in f-spot. It should be possible to make a reduced size file, say, for upload to a site."

It is generally possible to resize while exporting, but perhaps it would be good to have more of a UI in edit mode so that the user can see how large the resized image is.

This is correct, and probably not a bug. This is probably a misunderstanding in workflow.

You can resize photos when exporting to flickr/gallery/.../folder.

Photos in F-Spot are always kept at their best resolution. You could see them
at an archive.

If you want resized versions:

File - Export to - Folder and set your resolution there.
