In http://docs.gimp.org/de/gimp-layer-offset.html, the menu path is gvien as 
"Ebene->Maske->Versatz". It should be "Ebene->Transformation->Versatz".

The english version of the docs has the correct path, any translations which were derived from German will have to be checked as well.
